It's the Hip Fab Fun cover. The four stars, top to bottom, are occupied by Sylvester, Tweety Bird, Wile E. Coyote, and Road Runner.
Just outside a big city bank Bugs, in police uniform, presses carrots into the backs of Rocky and Mugsy. The pair, with sacks of money at their feet, worriedly have their hands up. Bugs asides to the reader, "Whatta couple of maroons!"
Wile E. Coyote's eyes have been left white rather than the cream yellow they should be. Also either Rocky is too tall or his hat is too short. The hat should about double his height.
Rocky and Mugsy have lost the cops and are looking for a place to hide the money they made off with. Stopping in the woods, Mugsy finds a spot to stash the money. Unfortunately for the crooks the spot is Bugs Bunny's hole in the ground. Rocky and Mugsy move in as Rocky figures it to be the ideal place to stay out of sight for a while.
Bugs makes the pair comfortable in a blur of activity and descends to his carrot cellar for refreshments. He fends off a curious Rocky by having him carry back the refreshments, then takes a hidden exit outside. Just as he's about to flatten the tires of the crook's car Bugs has a change of heart. He's going to make their lives interesting.
As he returns he finds Daffy has stumbled into the middle of things and is convinced that Rocky and Mugsy are Hollywood agents. Bugs suggests seeing Mr. Big, Rocky and Mugsy's boss. This is rejected, at least until Bugs suggests that Mr. Big might be wondering if his underlings took the money they stole and ran off.
On the way to see Mr. Big, Bugs tells Daffy the pair is into gangster material in order to keep the duck from making an even bigger pest of himself. Bugs also speeds things along by convincing Rocky and Mugsy that they're being followed by the police. After an amazing getaway sequence, they arrive at Mr. Big's place, where Bugs fakes an ambush to remain outside while Daffy still hasn't figured out what is really going on.
Inside, the thugs hear that they're surrounded. Misunderstanding an order, Daffy dives under a bed and finds a stash of weapons. He realizes he's not dealing with Hollywood agents. Now he's convinced they are Hollywood producers! Daffy also figures out that they aren't surrounded, except by Bugs and some quickly rigged effects. Rocky and Mugsy drag Bugs inside, where he puts on a show to convince the crooks that Daffy is Mr. Bigger, who runs a larger racket. The rabbit carries on and eventually manages to get thrown out of a window...which happens to be on the ground floor.
Bugs, in a rather large disguise, storms in as Mr. Biggest and takes over. He declares the haul from Rocky and Mugsy's bank robbery to be insignificant. On Mr. Biggest's orders they all set for a real heist, at least after some converting of the car so he can ride in it.
They arrive at a building and start tunneling through a cement wall. Just as Rocky breaks through, Daffy notices a camera and starts doing his screen test routine. Even the hardened Mr. Big doesn't want to watch, or even think about, what Mr. Biggest tells him he's going to do to the Duck. Avoiding the expected horror, the three crooks take the tunnel inside the building.
Bugs finally reveals himself to a surprised Daffy and the rabbit and duck quickly fill in the wall again. Finished, Daffy asks what the point of locking robbers in a building full of loot is. Bugs points out that the building isn't full of loot, but will keep the crooks occupied for some time. They were tricked into breaking into jail.
With feathered wings and tail strapped on, Wile E. leaps and dives toward Road Runner. An alert eagle rescues the coyote from his fall just before he reaches Road Runner.
Trying again, the coyote uses a rail handcar but just as he nears Road Runner he encounters a train using the same track.
Next Wile E. tries a race car and is surprised at the bird's sudden stop. He is even more surprised when he is suddenly stopped by crashing into a very improbable ocean liner.
There are three one-page fillers.
