Robert Graff was editor from late 1995 to early 1998. As editor he was responsible for not only the Looney Tunes comics but also the Animaniacs and Pinky and the Brain comics among other things.
Starting with Looney Tunes issue 20 (November 1995) he selected the stories for publication, but it wasn't until issue 30 (July 1997) that he edited the individual stories. Many stories were created for various markets and the domestic stories were chosen from the lot. Starting with issue 30 stories are made specifically for the domestic market.
The most obvious change starting with issue 20 was the replacement of the Hip Fab Fun cover with a design that makes better use of the cover space. In his words, "I revamped the cover in my first week at WB. Hip, Fab, Fun just wasn't." (Thank you!...PN)
